Assessing the potential of development sites can be a complicated process often requiring a model scheme to be prepared that can be used to benchmark costs, seek the opinion of planners and other parties and assist in marketing the site.  Similarly developers, whether commercial or public sector, often want to assess the validity of  preliminary proposals prepared by others before they formulate their offers.
